The Petrogradskaya Side consists of seven islands in the Neva delta - Zayachy, Petrogradsky, Aptekarsky, Petrovsky, Krestovsky, Kamenny and Yelagin, - united in one city district. The Petrogradskaya Side islands became a so called cradle of St. Petersburg three centuries ago. There were the first city constructions built on Petrogradsky (former Petersburgsky) island: the wooden house of Peter the Great the emperor of Russia, the first mint, the Senate building, the customs.
Today the main part of the Petrogradskaya Side are houses of old foundation. The considerable percent of them are houses after capital repairs. Since 1918 the Petrogradskaya Side is officially called the Petrogradsky district and it is under constant attention of the district and municipal power structures. The district population is 160 thousand citizens, the area is 2,4 thousands of hectares. The Petrogradsky district is a part of the territories included in the historical centre of St. Petersburg, getting into the concept of the Government, the main purpose of which is to preserve and develop the historical territories.
Complex reconstruction of heat power sector is one of the most important strategic tasks of the Government of St. Petersburg. In 2004 according to the St. Petersburg Governmental orders the Petrogradsky district was chosen as a pilot territory in realization of heat supply system reconstruction program. It was the district of the most concern regarding a technical condition of heat supply sources and heat supply systems. Almost all boiler-houses and 113 kilometres of heat distribution network had been in operation for more than 50 years and were completely worn out. The quality of customers heat supply was constantly decreasing, and the number operating troubles was increasing with every year.
In year 2004 "Peterburgteploenergo" company begun reconstruction of heat supply systems of Petrogradsky district. The advanced technologies have been applied and the most trailblazing projects have been realized in reconstruction program. Uponor was among suppliers of equipment for heating systems renovation.
During the period from 2004 till 2008 57 zones of a heat supply were reconstructed, inner central heating systems in 1 148 buildings were renovated, among them: 1 077 apartment houses, 63 building of educational sector, 8 buildings of public health services. Additionally a complex improvement of the district was carried: the adjoining territory was arranged, repair of buildings was executed, as the result of boiler-houses modernization polluting substances emissions in atmosphere were lowered. The government of St.-Petersburg spent 2 billion Rubles (about 26,5 thousands million Euro) from the city budget for central heating systems renovation. It would be impossible to carry out the project without borrowing investors resources. The largest Russian concern "Gazprom" became one of such investors in 2004.
The reconstruction of heat supply systems of Petrogradsky district was successfully finished by 2008.
