Located in the very heart of the capital of Russia - in the ancient Moscow Kremlin - the State Kremlin Palace (till 1992 it was called the Kremlin Palace of Congresses) was constructed in 1961 under the direction of architect M.V.Posohin and with support of Khruschev only during 16 months, the shortest period for those times. The building was designed as a platform for conducting political campaigns. So, in 1960-80s delegates of the congresses of the Communist Party of the Soviet Union held meetings in its walls. Besides various sociopolitical forums the Palace is used also as a scene for concerts and dramatic performances. Every winter the main New Year Tree Party of the country takes place in its walls. The State Kremlin Palace constructed in 1960s of the XXth century, as well as the 14th case of the Kremlin is not supposed to be a monument of architecture of the Moscow Kremlin and is not included in the list of the world cultural and natural heritage of UNESCO.

The building of the Palace of Congresses was originally designed for 4000 seats and at the design stage all works were divided into three directions: a boardroom, foyer and facades. Each direction engaged separate group of architects, many of them afterwards were awarded the Lenin award for this project. However, it was soon decided to expand the palace capacity up to 6000 seats and to design a banquet room placed directly over the audience hall. The increased volume of the building was decided to "hide" partly under the ground. So, some additional floors appeared where spectators cloak rooms were arranged.

Building process continued for 16 months, and on the 17th of October 1961 the building was opened. Its facade is coated by white Ural marble and the golden anodized aluminium. The gilt coat of arms of the USSR was placed over the main entrance which was  later replaced by the coat of arms of the Russian Federation. A red carbakhtine granite, koelga marble and an ornamental Baku tufa, various breeds of trees are used in internal finishing of the Palace.
